Population Served The individual best served in this program is a child who has displayed a lack of core competency development in pro-social, cognitive, self-control, moral reasoning, academic workforce development and independent living skills. This individual is one that would be at risk of either self-harm or harming other if not provided with a 24 - hour structured and secure environment. Children that are appropriate for this program often are in need of psychiatric services as well.
What is Competency Development? Competency development is the process by which youth that cause harm acquire the knowledge and skills that make it possible for them to become productive, connected, and law abiding members of their comunities (Torbet & Thomas, 205, p3)
(Secured Residential Units) Program Description: Positive Youth Development Successful Intervention addresses the unique developmental level of each child. This approach takes into consideration age, intellectual, cognitive, and emotional functioning, and contextual factors such as family, school and community influences.
"Positive youth development programs offer a coordinated, progressive series of activities and experiences such as mentoring, community service, leadership development, peer-centered activities, and long-term follow up and supports, intended to help young people become socially, morally, emotionally, physical, and cognitively competent" (Torbet & Thomas, p2.).

Community Based Services These group homes are established neighborhood homes for youth who do not require institutional care, but need the supportive assistance of 24 hour staff to have a normalized home setting in the community. Clinical Characteristics Options Treatment Center specializes in a variety of MR/DD diagnoses. By the development of an Intensive and Comprehensive Treatment plan, Options Treatment Center is better able to address the following clinical characteristics:
